The following letter was shared with the Sierra Pacific Synod on July 21, 2022.
When I accepted this call two weeks ago as Interim Bishop of the Sierra Pacific Synod, I promised — with the help of God and the support of the Synod Council and the people of the Sierra Pacific Synod — to bring reconciliation, healing, and hope to a synod that has experienced great turmoil. It is my intention to renew trust in the Office of the Bishop. On Sunday, July 17th, my first Sunday in the territory of the Sierra Pacific Synod, I worshiped with and visited Iglesia Luterana Santa María Peregrina in Stockton, CA. During my time with Iglesia Luterana Santa María Peregrina, I offered my sincere apologies for the lack of pastoral care and visitation following a traumatic day for this congregation.
I visited to bring my prayers, deep sorrow for the pain this Community continues to suffer, and intentions for repentance, healing, hope, and reconciliation for the Body of Christ in the Sierra Pacific Synod. Additionally, upon the congregation’s invitation and with accompaniment from the Asociación de Ministerios Latinos de la ELCA (Latino Ministries Association of the ELCA), I preached the gospel and presided at communion. The Rev. Dr. Ruben Duran, Rev. Dr. Francisco Javier Goitía, Roberto Lara, and Lupita Escamilla were present with Iglesia Luterana Santa María Peregrina and me for worship and fellowship. Following the worship service, the congregation, leaders from the Asociación Luterana de Ministerios Latinos de la ELCA, and I sat together for a time of sincere listening and deep conversation. For my part, I shared my promise to the following actions:
There will be an investigation of the circumstances regarding the removal from the roster of the ELCA of the Rev. Nelson Rabell-Gonzalez. I believe this sudden removal of Pastor Rabell-Gonzalez on Dec 12, 2021, denial of appeal, and denial of "on leave from call" status was an unjust action that needs to be thoroughly examined and reviewed. Therefore, this will include a chance for Pastor Rabell-Gonzalez to offer his interpretation of the events leading up to his removal and subsequent difficulties. Furthermore, Pastor Rabell-Gonzalez will have the opportunity he has been requesting for over a year, to publicly address the complaints against him. The members of the Iglesia Luterana Santa María Peregrina, formerly Misión Latina Luterana, will also be given the opportunity to participate in this investigation. I was distressed to learn this ELCA worshiping community was not included in the interviews or conversations that led to their Pastor's removal.
Based on the results of that investigation, there will be a careful and prayerful evaluation of what the proper next steps are to address Pastor Rabell-Gonzalez’s roster status.
Continued conversation with the Sierra Pacific Synod Witness Discipling Team and Churchwide Mission Start Leaders regarding renewing financial support for this Lutheran mission, pending mutual agreements.
I strongly believe that many apologies must be given to the community of Iglesia Luterana Santa María Peregrina, and that my apology was just the first. In a July 19, 2022, press release from the Evangelical Lutheran Church in America discussing the upcoming 2022 Churchwide Assembly, it was stated that, “a day will include a non-legislative session to offer a public apology to Iglesia Luterana Santa María Peregrina and a public commitment to anti-racism. This is in response to recent events in this church that have caused harm to people, communities and the whole body of Christ.” My hope for the community of Iglesia Luterana Santa María Peregrina is that through the guidance of the Holy Spirit, this will be the beginning of reconciliation and healing, knowing that the spirit of hope rests ultimately in Christ. For in this hope we were saved. But hope that is seen is no hope at all. Who hopes for what they already have? But if we hope for what we do not yet have, we wait for it patiently. In the same way, the Spirit helps us in our weakness. We do not know what we ought to pray for, but the Spirit intercedes for us with sighs too deep for words. And God who searches our hearts knows the mind of the Spirit, because the Spirit intercedes for God’s people in accordance with the will of God. Cuando acepté este llamado hace dos semanas como obispa interina del Sínodo de la Sierra del Pacífico, prometí — con la ayuda de Dios y el apoyo del Consejo Sinodal y del pueblo del Sínodo de la Sierra del Pacífico — traer reconciliación, sanación y esperanza a un sínodo que ha experimentado tanto caos. Es mi intención renovar la confianza en la Oficina del Obispado.
El domingo 17 de julio, mi primer domingo en el territorio del Sínodo de la Sierra del Pacífico, visité y participé en el servicio de la Iglesia Luterana Santa María Peregrina en Stockton, CA. Durante mi tiempo con la Iglesia Luterana Santa María Peregrina, ofrecí mi más sinceras disculpas por la falta de atención pastoral y visitas después de un día tan traumático para esta congregación como lo fue el 12 de diciembre de 2021. Visité para llevar mis oraciones por el profundo dolor que esta Comunidad continúa sufriendo, y las intenciones de arrepentimiento, curación, esperanza y reconciliación para el Cuerpo de Cristo en el Sínodo de la Sierra del Pacífico.
Adicionalmente, por invitación de la congregación y con el acompañamiento de la Asociación de Ministerios Latinos de la ELCA, prediqué el evangelio y presidí la comunión. El Rev. Dr. Rubén Durán, el Rev. Dr. Francisco Javier Goitía, Roberto Lara y Lupita Escamilla estuvieron presentes con la Iglesia Luterana Santa María Peregrina y yo para el servicio y compañerismo.
Después del servicio de adoración, la congregación, líderes de la Asociación Luterana de Ministerios Latinos de la ELCA y yo nos sentamos juntos para un tiempo de escucha sincera y conversación profunda. Por mi parte, compartí mi compromiso con las siguientes acciones:
Se investigarán las circunstancias de la eliminación del Rev. Nelson Rabell-Gonzalez del róster de la ELCA. Creo que esta destitución repentina del Pastor Rabell-González el 12 de Diciembre de 2021, la negación de la apelación y negación del estado “ausente del llamado” fue una acción injusta que necesita ser examinada y revisada minuciosamente. Por lo tanto, esto incluirá una oportunidad al Pastor Rabell-González para ofrecer su interpretación de los eventos que condujeron a su destitución del róster y dificultades posteriores. Además, el Pastor Rabell-González tendrá la oportunidad que ha estado solicitando durante más de un año, para investigar las denuncias actualmente en su contra. Los miembros de la Iglesia Luterana Santa María Peregrina, anteriormente Misión Latina Luterana, también tendrá la oportunidad de participar en esta investigación. Me consterna saber que esta comunidad de adoración de la ELCA no fue incluida en las entrevistas o conversaciones que llevaron a la destitución de su pastor.
Basados en los resultados de esa investigación, habrá una detallada evaluación en oración para definir cuáles son los siguientes pasos apropiados para abordar el problema del estado del róster en el que se encuentra el Pastor Rabell-González.
Conversación continua con el equipo de discipulado de testigos del Sínodo de Sierra del Pacifico y líderes de Churchwide Mission Start con respecto a la renovación del apoyo financiero para esta misión luterana, en espera de acuerdos mutuos.
Creo firmemente que se deben dar muchas disculpas a la comunidad de la Iglesia Luterana Santa María Peregrina, y que mi disculpa ha sido solo parte de las primeras.
En un comunicado de prensa del 19 de Julio de 2022 de la Iglesia Evangélica Luterana en América, discutiendo la próxima Asamblea Nacional de 2022, se afirmó que, “un día se incluirá una sesión no legislativa para ofrecer una disculpa pública a la Iglesia Luterana Santa María Peregrina y un compromiso público contra el racismo. Esto es en respuesta a recientes hechos ocurridos en esta iglesia que han causado daño a las personas, a las comunidades y a todo el cuerpo de Cristo."
Mi esperanza para la comunidad de la Iglesia Luterana Santa María Peregrina es que a través de la guía del Espíritu Santo, este será el comienzo de una reconciliación y sanación, sabiendo que el espíritu de esperanza descansa ultimadamente en Cristo.
“Porque en esperanza fuimos salvos; pero la esperanza que se ve, no es esperanza; porque lo que alguno ve, ¿a qué esperarlo? Pero si esperamos lo que no vemos, con paciencia lo aguardamos. Y de igual manera el Espíritu nos ayuda en nuestra debilidad; pues qué hemos de pedir como conviene, no lo sabemos, pero el Espíritu mismo intercede por nosotros con gemidos indecibles. Mas el que escudriña los corazones sabe cuál es la intención del Espíritu, porque conforme a la voluntad de Dios intercede por los santos.” Romanos 8:24-2
