The following is an outline of the process for calling a Bishop to the Sierra Pacific Synod based on our constitution (direct quotes from the constitution are in quotation marks).
SPIRITUAL PERSPECTIVE ON THE PROCESS
While employing some of the same tools commonly used in the election of officers, the process of calling a Bishop is much more a discernment and selection process led by the Holy Spirit. It is a process that asks us, “What is God’s will for the Sierra Pacific Synod and whom can we call to help lead us on the journey?” This is an important distinction from the political campaigns of society around us. But as the church, we are called to be different.
WHO ELECTS THE BISHOP?
The Bishop will be elected by the voting members at the Sierra Pacific Synod Assembly scheduled to be held September 15-17, 2023.
WHO CAN SERVE AS BISHOP?
“The bishop shall be a pastor who is an ordained minister of the Evangelical Lutheran Church in America.” They are not required to be serving in a call in the Sierra Pacific Synod at the time of election.
WHAT IS THE TERM OF OFFICE FOR BISHOP?
“The bishop of this synod shall be elected to a term of six years and may be reelected.”
WHAT ARE THE BISHOP’S PRIMARY RESPONSIBILITIES?
Chapter 8 of the Sierra Pacific Synod Constitution outlines the responsibilities of the Bishop. The Bishop also serves as the synod’s chief executive and administrative officer, overseeing and administering the work of the synod and supervising the leadership of other officers and staff. The Bishop serves as the synod’s pastor and is called to administer sacraments, preach, provide pastoral care, ordain, install, advise and counsel, interpret and advocate, and serve as the synodical ecumenical officer.
HOW ARE CANDIDATES NOMINATED?
Candidates are nominated through the first ecclesiastical ballot of Synod Assembly. However, prior to the assembly, each conference may submit up to five names of those whom they wish to pre-nominate for the office of bishop. Conference Assemblies will meet in May-June regionally to suggest names of those eligible persons on the clergy roster of the ELCA whom they believe to have the gifts and graces necessary for holding the office of bishop.. Any pre-nominee will need to be officially nominated in the first ecclesiastical ballot of the Assembly
HOW DO CANDIDATES CONSENT TO THEIR NOMINATION?
Each Conference may bring forward up to five eligible persons on the clergy roster of the ELCA whom they believe to have the gifts and graces necessary for holding the office of bishop. The Committee to Elect the Bishop will reach out to the pre-nominees and invite them into discernment. Then the Committee will provide forms to be filled out by each pre-nominee (including biographical data, open ended questions, background check, disclosure form, etc.) and submitted two weeks after agreeing to be pre-nominated. Information on each pre-nominee will then be available on the synod website by August 1st, 2023.
WHAT HAPPENS PRE-ASSEMBLY WITH THE CANDIDATES AND VOTING DELEGATES?
On August 14th, 2023 the Committee to Elect a Bishop will host a virtual town hall forum where each pre-nominee will introduce themselves and answer three questions. This will give congregational voting members and rostered ministers an opportunity to get to know the pre-nominees.
The committee will also host two virtual prayer opportunities to pray and discern as a synodical body. The dates for those two virtual gatherings are: (July 24th 2023)(September 11th 2023)

Any minister of Word and Sacrament on the roster of the Evangelical Lutheran Church in America is eligible.
NOTE: Names lifted up during the conference gatherings are not automatically nominated but must be nominated on the first ballot in order to move forward.

Three nominees (plus ties) who received the greatest number of votes cast on the third ballot. All the voting delegates will be separated by conferences into three rooms. Each of the final three candidates will rotate through each of the rooms and will be given 25 minutes to respond to 5 questions.

Two nominees (plus ties) who received the greatest number of votes cast on the fourth ballot. Each Candidate will be given 5 minutes to respond to a question.

WHO CONDUCTS THE BISHOP ELECTION AT SYNOD ASSEMBLY?
A representative from the ELCA Churchwide Office will conduct all aspects of the bishop election process during the Synod Assembly.
WHO WILL OVERSEE THE BISHOP ELECTION PROCESS FROM THE SIERRA PACIFIC SYNOD?
The Sierra Pacific Synod Council appointed a Bishop Election Committee to help ensure a fair and impartial election and call process. The members of the committee are:

WHAT ROLE CAN OTHERS PLAY?
There is an important role for everyone in the Sierra Pacific Synod to play in the selection and calling of the Bishop. We ask that everyone in all our congregations would be in continual prayer about God’s will for the leadership of our Synod, as well as to listen and discern about God’s calling for the Synod and how we can best be the church together in the months and years ahead.
Additionally, you can attend your Conference Assemblies occurring May- June to participate in identifying and discerning pre-nominees.
We are asking our pastors, congregations, voting members, and congregants to submit questions for consideration in our election process. We ask that you bring these questions to your Conference Gathering for submission to the Bishop Election Committee.

¿QUIÉN PUEDE SER OBISPO?

¿CUÁLES SON LAS PRINCIPALES RESPONSABILIDADES DE UN OBISPO?
El capítulo 8 de la Constitución del Sínodo de Sierra Pacific establece las responsabilidades del Obispo. El Obispo también actúa como director ejecutivo y funcionario administrativo del Sínodo; controla y administra el trabajo del Sínodo, y supervisa el liderazgo de otros funcionarios y miembros del personal. El Obispo actúa como pastor del Sínodo, y administra sacramentos, predica, brinda cuidado pastoral, ordena, inviste, asesora y aconseja, interpreta y propugna, y actúa como dirigente sinodal y ecuménico.
¿CÓMO SE NOMINAN LOS CANDIDATOS?
Los candidatos se nominan mediante la primera votación eclesiástica de la Asamblea del Sínodo. Sin embargo, antes de la Asamblea, cada Conferencia deberá presentar los nombres de hasta cinco personas a las que desee prenominar para el cargo de Obispo.
